[PATCH] fix 'make headers' when LOCALE is enabled

Hi,
when running 'make headers" with LOCALE enabled there is a problem
caused by a dependencies of extra/locale/gen_locale against sysnum.h
that is generated by the pregen target
So this patch solve it by moving the make -C locale_headers into the 
pregen target
